Check the profile for the game "Winds", and you'll see that someone, (most likely the creator of the game) has voted 10 out of 10 for all ratings.

There's nothing that says they can't. It's too bad people resort to this, but that's life. If the game is horrible, it will stay horrible. BTW, wasn't "Winds" that fake game that was just an advertisement for something that wasn't even the TK?
