im new to this and i was trying to download things off the site but everythign i tried to open it with it said invalid format so what program do i use to open a tst with and where can i get it

Hmm, perhaps it would be a good idea if we supplied a download link for the TK here at MS...heh.

Anyways, go to <a href='http://www.toolkitzone.com/index.php?id=3' target='_blank'>The ToolkitZone</a>, which is the official website for The RPGToolkit, the program that uses all the files we host. Download either Version 2.x or 3.x. 2.x is more stable, but 3.x has much more features, and more are being added every couple months. If you want to build your game now in 2.x, you can always import it to 3.x when it's more stable, or just stick with 2.x if it suits your needs.

ok i downloaded that toolkit thing and i setup it and then i clicked ont he toolkit thing and it opend fine but i downloaded things off the site then i tried to open them with the toolkit thing and it says its not a valid win32 application or suttin and if i go into the program then try to open it from there i dont know what to do next because this screen pops up and i dont know how i can change the characters and stuff

You need to open the files with their respective editors.  Tilesets go in the Toolkit's 'tiles' directory and are opened with the Toolkit's tileset editor, programs in the 'prg' directory and are opened with the program editor, etc.
