//ok, guys, this is taking WAY too long - I'll speed up the building of the city a little bit. Assume that by now, the main citadel is completed, and there's a relatively large city around it. It's about one-tenth the size of the first capital, Jovil, and is located close to the border of the Arctic Region, so that the shore is easily seen from any point from the city. The houses are dominantly made of stone, however, showing many organic components - now most of the citizens know at least basic necromancy, and, essentially, everyone controls a little "bit" of the town. Xorlak, if I broke any major rules by this, please do tell, and I'll revert the condition of the new capital back to the way it was in chapter 13. By the way, the "empire" is still called the Kandarinian Sovereignty, but the capital is now named Gros Morne. Also:

Hannibal was wiping his long blades with a piece of cloth, probably torn from a victim's garb.
Just when Carmine opened his mouth to say something, a large ice brick fell down from the sky a few feet from Hannibal. The commander and the Scarlet Commission, taken by surprise, drew their weapons, though Roth simply looked up from his blades. The ice brick stood still for a few seconds, then began to crack. From it emerged an odd-looking man with blue scaly skin, clad in a mix of chain and plate mail. He approached Carmine with a strange smile.
-"Lieu- eh, Captain Carmine, I see... No doubt de Sade was a powerful asset the last time he was around?"
-"Yeah. What of it?"
-"No doubt you would like that kind of power to aid you again?"
-"It would be... a powerful asset, yes. But first, you will tell me who you are and what you're doing here. Otherwise, there may be consequences."
-"Hush now, little cricket. I want you to see something."
The little patch of icy ground that the intruder and Carmine were standing on suddenly tore from the ground, and, at a speed surpassing that of sound, zoomed to Asgarnia. The city was shrouded by night.
-"This is but a projection of actual events taking place - in truth, we haven't moved. However, nevermind that. Take a look at Asgarnia, if you will."
The chunk of rock made a wide circle around the city. Structures could be clearly seen being rebuilt, and the Kandarinian spire was no longer there.
-"Stroud said it himself, let them have the damn city. It's not like we were gaining anything from it anyway. Besides, I have a new, more important target now."
-"What if I said that, say, by capturing certain individuals within the said city, you may well draw your... more important target right to you? Admit, it eliminates the pesky task of looking for him yourself."
With a puzzled look, Carmine scratched his head.
-"It's too well fortified now, we'd never get in with five people... wait, what's that sound?"
Indeed, the air was filled with faint clicking and rustling.
-"Asgarnians seem to have forgotten who they were dealing with. I'm just sending them a small reminder. As for the sound... let's just say that the night beckons, and her children are coming..."
The stone floated to a slightly lower angle, just above the ground. The passing citizens went right through both the panel and Carmine, as if they weren't there. Suddenly, every single torch and lamp in the city went out, and the faint rustling turned into deafening screaming. The air filled with the noise of thousands of small objects hitting the ground, not unlike a heavy hailstorm. In a few seconds, all noises stopped, and the torches were lit aflame again. The ground revealed to be covered in many small, razor-sharp obsidian shards. Few perished; many were wounded. However, a "small reminder" was all that this was: no structural destruction could be seen, other than some pieces of walls here and there chipping due to the obsidian slicing the thinner bricks off.
Once again, Carmine was back at the village. The strange man smiled broader than before.
-"The obsidian may grow bigger, if you do so desire. All I need from you is a tiny little gem. Get me the soul stone containing de Sade's essence from Kronos, and you can have that, and so much more..."
The stranger drew a sword from behind his back. Its blade appeared to be made of ice, with clouds of cold vapour descending to the ground.
-"Here's an incentive. When you made up your mind, simply hold it up straight in front of you and say "Amon, come to me." That's all. So very simple.
Very, very simple... You may find the blade to be a useful weapon, too."
Uttering his last word, Amon became encased in ice again, and vanishing with a deafening crack. Carmine noticed him doing so in a similar fashion that de Sade used to. Perhaps Amon too was a Lilithian...?

-"He wants WHAT?!"
The messenger carrying the letter almost fell back as I finished reading the letter.
-"So the little scum bucket refuses to help me base my new capital, and now he... he has the audacity to ask
ME for help?! Worthless filth..."
I ripped the letter in half and threw it behind me in rage.
-"Ugh, then again, he does have them mutant-y potions... Those could help. Sigh. YOU
!!"
Now the courier definitely fell flat on his spine.
-"Y-yes, sir?"
-"Get a message to the Colonel, tell him to assemble a squad of vanguards with a speargunner convoy, about a hundred men in size. Oh, and throw in some bladesmen, too. Herr Doctor von Göth was itching to try out the new obsidian trims on the wristblades. We'll humor him.
MOVE!!"
-"Sir!"
The courier scrambled to his feet and began running down the stairs. Just then, I remembered to write a reply.
-"HALT! Get the hell back here! I forgot something."
-"Yes, sir!"
I took out a piece of paper and a quill, and started to write.

It appears as though you've ran into some trouble which could have been avoided altogether had you decided to come with us. However, due to my exquisitely generous nature, I grant you this squadron of our finest men armed with the best known technology to Kandarin. In return, I expect a shipment of your most potent mutagenic potions as soon as the conflict is resolved. Some lizard corpses wouldn't hurt, either, but this is a rare case when I would prefer them alive. Try to capture at least five and keep them alive. Also, see if you can find members of any other races - I will like those, too.
