Not neccesarily. I've only had 2 girlfriends in my life, so it's not like I'm all that experienced "personally" either. However, I do watch other people and their relationships, etc, and try to learn from their mistakes, etc

Oh, and I agree with Asimir that she probably just said it in a friendly way. When someone is saying they are actually "in love" with you, they don't just write "love ya" at the end of their letter.

Here's an example of a girl who may have been in love, and, I might add, was definately insane.

I have been thinking of you very long and hard. I sit up at night on my bed and crave to call and talk to you. I know your 16 and I'm turning 19 this Jan3, but I think we have something very unique about our relationship; how we can continue being great friends for eternity, it's not the same for some people, some turn against each other after they break up, but we've been able to care for each other after our break up. I love you, because you're so quiet; like I am; a good listener, a very, very sweet person, and you know how to chill out and have a great time. I also know deep in my heart I can turn to you....(skip some stuff)... My main reason for writing you this letter is, because I want to spend the rest of my life with you.

That was roughly one paragraph at the beggining of a five page letter. I highly doubt this girl is saying that she's in love with you.

I'm not trying to hide it with yellow text. It stands out against the darker skin I have.

And in my area, girls just refuse to date guys younger than them. Something about how younger guys are entirely immature and not worth their time.
