(I want to know this, because I to, am planing on a community game, and I want it to involve RPGMaker)
I'll answer these in one answer. There is no leader of the RM2k community. If you would want to define someone as a leader, it would probably be Don Miguel (the guy who translated RM2k)But he is long gone. Members are spread out all across the internet, if you go to a RM2k forum, the worst thing you can do is ask, or post links to the editor itself.
Also, take a good long look at the help file, it has all the answers to basic functions of RM2k
